That turbo might be big enough to make your goals depending on how efficient it is up top. If i had to guess, i'd say you'll get close with that one. If you have the money though, there are several other options you could consider upgrading to...

What are you using the car for?
What's your budget for another turbo?
What characteristics (spool, powerband, etc) do you need in a new unit?

400whp on PUMP gas? No. He'll need race gas for that at least before that size will putter out a bit.

400whp on that turbo is a stretch with any kind of gas, i would bet that it will make that power on race gas but won't last too long and I hope you have an efficient intercooler or you definately will not hit 400 with that turbo...

That should be a S-trim, 50mm/70mm in/exducer sizes. The turbo flows about 37lb/min as per Garrett, and is known to do 350whp in a perfect world. For compairison, a 57trim t3/t04E puts out 47lb/min, and can do around 450whp with over 22 PSI. Given E85 was mentioned, that turbo very well could make 400whp. Tony1 told me he normally sees gains of 8% with E85 over normal pump gas. Better bumpsticks and more displacement could be the other thing to help the turbo out.

One thing that will really determine what your limit will be is the turbine. I have a t3/t04b S-trim with a .48ar housing over a STG1 turbine. That means I'll hit 300whp with it if I get REEEALY lucky. A .63ar/STG3 housing/turbine can max out that compressor far easier. Just remember your turbo will start to suck after 20psi in almost all cases.

CLIFFS: LS-V/E85 FTW. $600 for a T3/T04E 57trim will get you to 400whp easily, your T3/T04B 54trim not so easy.
