Default Standalone Units

When you have a standalone unit, does it allow you to boost higher, without haveing to build your engine? I know it's a good idea to lower your compression, but l hear of some many people boosting mad with stock internals, with an Accel DFI or Hondata (etc). When you have a standalone unit, what does it actually allow you to program (i know like, timing, ignition, fuel) but what ACTUALLY changes? thanks.
