Yeah, I'm guessing for air-turbulence. Are the sleeves on the outlet thick enough that that could be a pass through for air that isn't going throught the center houseing.

OWWWW, what about maybe a vent for compressor surge??

grasping at straws here

Here's the info according to Overoost, "HKS has also updated the T04-based turbochargers by modifying the compressor inlet with anti-reversion holes. It looks as though the holes are drilled the wrong direction for anti-reversion, but we were told by HKS super-secret agent Willie Yee that the holes actually reduce compressor impact during when driving in the surge range of the turbocharger, such as when letting off the throttle to shift."

My only guess would be that they are trying to create turbulence at the outer lip to effectively reduce the inlet size when there is no load to pull the air in, while at the same time minimally (or not) affecting on the throttle performance. The nut alone should tell ya there's some thought involved there

Aren´t those holes serving the same function as the dimples in Golf *****, which reduce aerodynamic drag?
