Sludge on turbo

Default Sludge on turbo

I've recently noticed that I had a small oil leak that looked like it was coming from the hose clamps on the oil return line. But I looked at it a little more today and noticed that between the turbo and compressor, it is covered with what looks like oil sludge, I can't really tell. I couldn't reach it to see if it was oil. Could my oil seals be bad on the turbo, I bought the turbo brand new about 6 months ago. how could I tell if the seals are bad and how much do oil seals cost and are they hard to change, and could this cause the turbo to lag more? Please help, thanks in advance.
