i've never seen a high temp paint for rusty stuff...just sandblast that thing and then paint it...
i know when i was into old mustangs there was some stuff called natural cast or some crap that you could put on your exhaust manifolds and bake it in the oven. supposed to be very durable and was used to restore old out of production exhaust manifolds.

Por15 seems to be real popular with oldskool domestic guys. I bought a few small cans of paint, and some filler putty from these guys. In the directions it clearly states to NOT get any on your skin, because it will not come off. I can tell you how true that is, the **** was impossible to remove unless your take your skin off. I ended up going to work for the next week with dirty looking hands.
If anything works, it'll be this stuff.
