Spawne had it right with the oiling hole.

Aftermarket might not REALLY need to be in any certain way because there might not be an oil hole (like my Eagle). BUT, I still put the tangs to the exhaust side for kicks

It is on the exhaust side because when the motor rotates and the oil is pushed through the oil hole the momentum from the rotation of the crank slings the oil into the side of the cylinder wall.
