Yeah sounds like possibly a bit to rich, but also timing issue. You might have timing backed out up top to much...although you dont have a standalone to do that. I would have to go with to rich up top, lean it out and you should feel some power gain.
I would think too lean.

how would too rich up top effect how throttle position effect performance. If hes using an AIC it usualy either controls by boost or by boost and rpm, not throttle position.
are you sure its just not a perception thing? people have asked about this before, and figured that its most likely that you expect to go faster full throttle.

I experience this problem with my car now (unboosted), but it does not continue in the higher rpm band. Then again, my car is waaay out of tune and using the wrong ECU for the setup... (and it runs RICH)
Normal ignition maps give more advance at part throttle (light load) than at full throttle (fully loaded)... this may still apply in your case, rich or not...
I experience the same problem in my car...I'm running 450cc's and a little circuit to scale the MAP output...it works great, the only prob is that I don't have a downpipe at all, so my oxygen sensor is gettinga really flakey reading, so if I want the car to idle at all I have to make it run really rich up top. I'd have to conclude that you are running extremely rich, as well. my car pulls hard at about 75-90% throttle, but starts to bog and jerk a bit at WOT...it'll be worked out when I get the DP on, though...
on lower rpms the engine pulls harder on part throttle than on WOT. Reson is of the big intake runners and the big throttle. The turbo produce no or only minor power and there is a very low air flow on WOT. With only 50% throttle you decrease the intake diameter and air is speeding up, therefore the combustion cambers are getting more air and is pulling harder.
This has nothing to do with 1/f mixture. It has something to do with a n/a engine style.
