Default Proper Turbo Sizing

What's up with the turbo kit makers and the huge turbos that come with their kits. I currently have a GT35RE with my RevHard kit and it is way to big for what I want to do. what is the correct size turbo for a 2.2L motor? I've been considering a GT28RS but the flange on my manifold is for a t3. Is there a t3/t4 or straight t3 that is comparable to the gt28rs? I'm looking for a quick spool and 280 to 300whp.

You can get a GT28RS with a T3 housing or a T25 housing. But you have to specify it, just like when you order a turbo kit. If you want something other then what they normally ship with you have to specify.
