Default Problems with turboed Jdm H22

Hi guys,
I have just rebuilt a Jdm h 22 .This is a 98 model and it is an obd2.
We have installed a turbonetics t4 turbo with custom 4-1 manifold.
We have removed the intake manifold butterflies,we put a walbro 255lph fuel pump in tank and we're using an fmu and check valves for the map sensor.
The problem is when the engine starts boosting at 1psi the engine is 3000rpm,first decrease the power and then when the revs gets higher, it starts making power .The engine at 3000rpm is like when you set the vtec crossover at that revs ,it kicks in with no power.
Anybody have an idea of what is happening please?

It may be the FMU. I had a similar problem w/ a turbo integra running an FMU and missing link. Under partial throttle acceleration, the engine would bog for a bit at 3K.

We have a turboed itr too and once had make this thing and it was a faulty fmu but we bought a brand new one and a kit for the other one and the one that we changed the kit is on this h22
