Default Problems with spooling and full boost

I have a d16 with a gt28 running 10psi. I'm having some issues hitting full boost. The turbo starts to spool about 2.5K, which is fine. Problem is, I'm not hitting 10psi till about 6K. Shouldn't it be hitting full boost in the 4-5K range? I've already tighted manifold bolt, checked all vac lines, tightend all clamps, checked all couplers, and checked waste gate. Everything looks good. Any other ideas? Could it be my MBC?

I think that with internally gated turbos you'll usually have your WG connected right to the compressor housing. With the WG hooked up to a boost source that close you're boost level is lower then what it is supposed to be. The reason is your WG is opening a lot earlier and it seems more responsive or twitchy, (whatever you wantto call it) when ever the boost changes.

Are any of you guys using EBCs?

My wastegate's hooked up to my intake manifold. Nope, no EBC here. I'm using a MBC.

my internal gate's vacuum source is righto the the compressor housing fitting that was supplied with it.
im not running any form of a boost controller....im debating fixing it by having the wastegate flapper port in the turbine section ported
