Default Problem - Timing retarded on boost after part-throttle...

The car:
I just installed a turbonetics kit on a 97 Prelude for a customer at the shop. The kit comes with the FIC (fuel injector conroller) and brings two additional injectors to add the fuel. The car has STOCK injectors, NO FMU, NO FUEL PUMP or anything other than turbo on stock engine. There was an MSD boost retard which I installed and took off because there is no need for it at 5~8 pounds.

The problem:
Whenever the throttle is pressed more than about 25% BELOW 6200RPM the ignition timing retards to 0 and the car runs like crap.

Tried:
- Gapped spark plugs to 30 then to 28
- Checked fuel pressure over the rpm band (good 55psi)
- Checked air/fuel ratio with a wideband and checked ok at 12.5 WOT
- VTEC opens ok
- Replaced injector driver box just in case.
- Installed test FMU just to see if richer conditions helped (no use)
- Checked Cam timing and it's perfect. TDC mark and cams line up.
- 93 octane with octane booster
- Measured valve lash @ 6~7 intake and 7~8 exhaust

Now a problem I see is that the base timing is toooo retarded at 9.5 degrees and when I try to retard it (with the jumper wire installed) it does not move. Even if I pull back and forth on the distributor the timing mark does not change from 9 btdc. The manual says 15 degs @ 700rpm.

Anyone knows why the timing might be fixed? or how to advance it?

Now the car runs well at part throttle but at full throttle it bogs down until 6200 RPMS then it pulls hard to redline.
