Default problem with car!!!!!!

ok guys i need some help. I was driving home from work and my friend pulled up and so i ran him twice. I was about to turn cuz my road was coming up so i put it in neutral and it was idling was high at 1300rpms(800rpms is usual). I drove home and look the car sit for a while so the turbo can cool down. Well my engine started getting really hot so i turned it off. I turned it back on. and it was doin the same thing. So i let it sit for like 30 minutes. I went back out and started it and it wasn't getting hot but was still idling high. I know i need to check the coolant levels but it is dark already so i will do that tomorrow. But what could be happening? Why is it idling so high? thanks.

flashlights work. My 89 civic with a busted radiator and leaking coolant will idle high when it heats up.
