Pressure Ratios?

I was reading in a magazine something about pressure ratios, but I don't fully understand what they are saying lol When you have a turbocharged car, is a pressure ratio of 1:1 ideal for the most power with the least amount of lag? Thanks for your help!

Are you referring to the intake manifold pressure-to-exhaust manifold pressure ratio?
