When runing off the wastegate the gauge reads 6psi... and it runs fine... i installed a manual boost controller and set it at 9psi and after a month or 2 the car started over boostin ... the stock map sensor can only read up to 11.7 psi so it was going way up... but i did not touch the boost controller... so i turned it down and it was still doing the same... I purchased a turbo smart manual boost controller from my friend and on the lowest setting it did the same..over boostin.. but when i run straight off the wastegate everything is fine.. so could this be a bad wastegate? or both my boost controllers are bad?

if everything works fine on wastegate, sound like its fine

try just changing springs instead of a boost controller
