pls help settle a long dispute

this person claims that a B16a turbo with less boost will run the same time as a B18a/b with higher boost. If a B18a/b can handle as much as 13psi of boost with stock internals...how much boost should B16a do to match...? And to add another Q...will a B16a motor perform better on turbo than a B18a/b...

Well...stock B16a vs stock B18a/b...he claims that since a B16a is a better motor than a B18a/b, it should perform better too with a turbo. I disagree because of the B16's higher compression will not perform any better than a B18a/b.

I guess I needed to spell things out, but we were discussing/debating over the same set up except for different motors...
Same setup different motors same boost of course the B16 will put out more power. The high compression makes more power, but limits the amount of boost you can run. It's hard to say without dynoing them side by side though. You can't just say ok, 8 lbs on the B16 and 8lbs on the B18, then add 4lbs to the B18 and it's better because you don't know how much HP you are getting per lb of boost.
