What manifold are you using? The SSAC manifold and a few others have issues with boost creep. If you are making 7 PSI at 3/4 throttle and only overboost at full throttle, I would imagine it was the wastegate not passing enough gas, which can usually be traced to the manifold.
I know you said that it was boosting fine before.... But, "was goin down the by-pass dropped it to 3rd and stomped it and boost shot to 15psi"... This might be the first time you boosted near redline. I know I don't mash my throttle unless I have a friend in the car to egg me on.
3rd gear above 5000 RPM is where your engine is going to produce the most exhaust, because it is at very high load.

well when i drove the car it took boost in first gear and would pop the redline and 2nd gear the same and i took it to 4th with no probs numerous of time..but the next day it just starts over boostin..all vacum lines are fine...he ordered a gasket and we'll try that next if not..we'll go from there
