Open downpipe = more power?

Open downpipe = more power?
ok ive got a few questions i need answers to.
1) does an open downpipe make more power + torque?
2) if an open downpipe is a good thing. im considering an electronic cutout from quicktime performance so i can turn it on and off when i goto the track. will i need a different tune to run an open downpipe? from what i understand the turbo spools up quicker with an open downpipe.
any responses are appreciated.

by what SR **** means is
if your current exhaust is free flowing and quite large, ( 3 inch) and your turbo isnt restricted by it, you will not make more power.
however, if you have a high flowing turbo and a setup that makes considerable amount of power, the gains seen by running open downpipe can be significant.
with an E-cutout, i suggest you tune with it open- especially in the pre-boost and boost columns because the way the vehicle runs with it closed or open will change the way your motor behaves and how the tune works with the motor

i used to have a 3" full exhaust, free flow hks dragger muffler. 3" inlet.
removed the exhaust on the dyno, no gains at all. but spool quicker a bit.
