noob question?
its allows your turbo to cool down at a moderate rate so you don't blow any seals, crack the housing from cooling to quick. You don't really need it if you let your car idle down for about 30 sec to a min before shutting off.
It's used to allow the car to continue running for a set amount of time, adjusted by you, so oil temps decrease a bit and you don't risk the chance of coking the center section.
