Is it possible for a new turbo to be bad?

its always possible there was a manufature deffect or when they assembled it something went wrong,

why do you ask what makes you think its bad

How much? The shaft should have SOME play in it radially because the bearings only hold the shaft in place when they're pressurized with oil. As long as it doesn't move far enough that the compressor blades hit the wall of the housing, it's probably OK.
