Default need help with turb setup

When I accelerate, the pressure releases around 4k. When i shift gears it does the same thing and eventually in 5th, my rpms won't exceed past 3 1/2k. I have a97 accord with a 96 h23 in it. I was told that that cause of that could be because of the ecu. the obd-2 ecu "learns" and redoes the a/f ratio to try to get zero boost. Am i correct? Any suggesstions or ideas? Also, after the swap my car would vaccum at 10 at idle N/A and that i cant figure out what the problem is. It also stalls to when the rpms drop. PLEASE HELP....

Do a Compression test, Check your timing, Check your ignition timing, check your vacum lines, check your plugs..

Than get back to us and report...
