need help to identify turbo *pics*
This turbo has a stamp on it that is 'TEC" see pics
looks to be 3 inch intake side and 2.25 inch on the exhaust.
(i dont have a way to get accurate MM reading)
I am trying to figure out horsepower rating and where I may be able to get a CHRA replacement ... basically trying to get it rebuilt for cheap
any help appreciated

If you can find a micrometer, that's your best bet. A standard tape measure can't get the degree of accuracy you need to make this calculation. If that's all you have, it can work, but isn't preferred.

Re: need help to identify turbo *pics*
This may not help but I had a turbo rebuild done on my powerstroke back in 2004 by Jason @ Tec engineering. I know it doesn't help with turbo identification but that very well could have been rebuilt by him with a new exhaust housing hence the "TEC" stamping in the hot side. Maybe that serial # is in his system if it came from him.. Its a long shot but just a thought

Well it's definitely got a t04e compressor cover and the turbine wheel is a standard Garrett "stage 3" t3 turbine wheel that's standard fare on their shelf t3/t04e turbos.
Compressor wheel could be anything so without an accurate measurementit's all speculation

The turbine housing is a Volvo unit, the two humps on the turbine inlet flange are a dead giveaway. That makes me think (along with the older design compressor cover) that this is not an oem turbo but something that a company or individual put together.

No idea. Without knowing what compressor wheel it has we can't tell you. Apair if digital calipers are only like20 bucks at your local hardware/auto store. Without a pair you can't accurately measure the wheel sowe can determine what it is.
