Default NEED HELP GUYS!!! Fuel Problem HELP HELP HELP!!!

I'm stumped... I've done everything possible to figure out why i'm getting such shitty gas mileage but no luck.

On a full tank of gas about 11 gallons i'm only getting 178 miles

Here's my setup
Built B18C Motor:
GE Sleeved
CP Pistons 81.5mm .020
Eagle Rods
Cometic HG .30mm
ACL Bearings
Manley Valves
AEBS Mainstuds & Headstuds
Micropolish Crank

Engine Management / Ignition / Fuel Setup

AEM Fuel Rail & FPR FPR Set @ 40idle and 52 WOT
440 CC Saturated Injectors
MSD SS Blaster Coil
MSD Wires
NGK Sparkplugs from Tom @ Camp1320
Walbro intank 255lph
Timing is at 16 degrees
P28 chipped w/ Hondata S100B w/ Basemap for my setup untuned at the moment

Here's the things I have done to check:
1. Checked spark plugs, they are fine, burning only at the tip so I am not running rich
2. Shifting below 5000 rpm due to breaking in motor but still getting shitty gas mileage
3. Leakdown test w/ 150 miles on engine.
Cyl 1 - 9% / Cyl 2, 3, & 4 - 5%
4. Checked Fuel Rail, Fuel Filter, FPR, and Injectors - NO LEAK
5. Went underneath the car to look at the gas lines and they are in perfect shape no damages or leaks either.

So now I am stumped... Before w/ my GSR motor I got 270-300
after I swapped my JDM ITR motor in running NA I only got 170
after going turbo w/ STOCK JDM ITR MOTOR I got 180-200
(Found out that the reason for my shitty hp #'s is because my valves were bent and rings were damaged so I was losing compression big time)

So now this is where I am the motor is fully built, i'm getting good numbers w/ regards to compression and whatnot but i can;t solve my gas issues...

CAN ANYONE PLEASE HELP? TIA
