Default Need Bov Help

Ok So Im new to Honda-Tech but not new to the turbo world. I have a puzzling question.

Make is an 92 Eg cx b20z swapped with rc450's and is dyno tunned on 11lbs.

Car has a wide open throttle, and a 2step that hits at 3700RPM

Ok so I have a turbonetics set up. Turbo, Wastegate, and A Greddy rs Bov. I was watching a few vids of some other Boosted Civics on you tube and a few guys would rev the car sitting still and their cars would blow off at a stop and then of course while under aload.

But mine on the other hand will not....HAS to be under a load............WHY!!! Lol NOT that I wanna be that ricer that blows off all the time but whats the diff in the blow off? and why some do under a load and sitting still and some dont?

Edit: When Sitting and when i rev to hit the 2 step the car will build to vacuum but wont go past 0Vac on the gauge and when I let out still wont blow off unless I launch the car (Only At The Track.....Lol) and take off the of course its under a load! WTF!!!

anti-lag mean you build boost while sitting there.
