balancing your crank wouldnt be a horribly bad idea. but im not sure if you could deem it necessary. an unbalanced reciprocating assembly will turn vibration into an oscillating hammer. the faster the engine moves, the more mass behind the hammer. Simply put, dynamic balancing reduces the vibrations. ask the manufacturers, im sure they'll know if the rods will cause imbalance in an otherwise stock bottom end.

ALWAYS have your bottom end balanced! It's only a couple hundred and it's money well spent. Just because you buy new pistons, rods doesn't mean they're balanced. They will always be a little off. I know I work for Wiseco Piston. Have it done.

Honda cranks come balanced already.... Unless you are taking to high rev levels.... or high boost levels, I don't see the need for it... but It is cheap, and if the motor is torn down already, it isnt a bad idea to have it done. 150 bucks could get you a completely balanced and micropolished crank.

I'm not sure how far you are going into your bottom end but, if you bought new rods and pistons and are going to be using an aftermarket flywheel and clutch, then yes have it balanced. Especially if you are going to hitting high rpm. A decent machine shop will ask for the following to balance your crank:

Crank
pistons and rings
rods
rod bearings
flywheel
pressure plate
harmonic balancer
and anything else that is part of the rotating assembly
