Default Is my alternator on its last leg?

OK well this seems to just have started since I have used uberdata so im not sure if its coincidence or seomthing im over looking in uber. Here is my problem.

From 0-3700rpm all my lights go dim (not really really dim but noticable dim, volt guage reads 12.9), when i hit 3700 everything goes back to normal (volt guage reads 14.3). If I deaccelerate the car is fine even at idle UNTIL I hit the accelerator and the volts jump down to 12.9 until I reach 3700rpm again. So what is going on with this?

I have the ELD unchecked on uber. P28, d16y8
