Motor build for boost questions

Motor build for boost questions
So I have a builder LS motor that's been sitting around for about 6 months in my backyard and now I want to start building the block for a LS/Vtec turbo build. First I have some questions:
1. Is it ok to rebuild this block even though it's been outside in the snow(colorado weather)?
2. What machining can I do to it for a turbo build?
3. What internals should I get?
4. Should I rebuild the block to OEM spec or different specs?
My plan is to build the head also but that will come later, but I want the block to withstand upto maybe like 400-500 HP on boost. I'm on a small budget so a full on build isn't realistic but maybe like a mild build or something of the sorts. Oh yeah this is for a daily driven street car.
