More Batronix problems...

I tried to do the hardware test and it's coming back with problems on the 74HC595 and 74HC157 chips. I'm supposed to get 3V across pins 11, 12, 13, 14 on the 595 and pin 1 on the 157. I'm getting like 2.65 volts on most...but only 0.9 volts on pin one on the 157 and pin 14 on the 595. Any ideas????
Damn, I know how you feel. I spent the WHOLE day yesterday getting my Batronix programmer to work. Turns out I had to replace the 74HC595 and one of the 74HC393 chips.

Well, Looks like I figured it out. I got a bad power supply that reads 0.15V instead of the 15V that it's supposed to be. I hooked up a series of 6V batteries that I had laying around and ran the tests...looks like I've found a winner. I just knew it couldn't have been an error on my part
