mbc or ebc?
Most tuning software has boost cut independant from BC so thats not much of a factor.
We sell lots of the new TXS DTEC ebcs and they work really well. The control and ease of use makes it a pleasure to tune IMO.

ok ebc it is, when tuning with hondata s300, can full boost be tuned at a certain rpm desired or not? (ex. - hit 7-8 psi @ or before 3.5krpm instead of the untuned 5 psi @ 4krpm)

He could do that, but the despite the appearance of making things more complicated, a boost controller actually improves the efficiency of the boost controlled by the wastegate and also will help the turbo spool quicker. Not to mention, not everyone likes to keep the same boost level all the time.
