Default Ls/vtec more efficient than a 2jzgte?

Been noticing this for awile now, most 2jz's need major boost to break 600hp while ls/vtecs are pushing that out with ease. look at this one comparison. Terry's car gt4088 vs GTR70 on a 2jz

in This Terry thread says..

We get the car on the dyno Friday night and to our SURPRISE after getting 3 pulls on the dyno it made 589whp at only 8300 rpm then next run 610whp on ONLY 18 psi spiking to 21psi!!!!

In This thread the 2jz Owner says..

At 25lbs of boost it put down 576rwhp and at 28lbs of boost it put down 646rwhp.

I realise its a bit apples and oranges but is this a tuning issue or what? I have noticed this alot for a while now because isnt the GTR70/t4 bigger than a GT4088?
