ls? gsr?
similar power can be achieved with both engines with turbo and proper tuning... If money is an issue, get the ls, you could probably have the turbo kit together and tuned on the ls for the same starting price as a gsr. This applies of course only if you are looking into whole cars (you werent specific in the post)... If you are just looking for engines, maybe a b20?
