Default Low Compression + Emissions

I'm thinking about builting a z6 bottom end for low compression. Unfortunately emissions is something that I can't advoid. Now my question is would the low compression effect anything emissions wise? I was leaning towards a lean tune for low load or run closed loop when running emissions. Not really familiar with low compression motors since all the motors I ever touched where stock compression. This will be in a 92 95 civic.

if it is tuned correctly, it'll theoretically put out a hair less emmissions.

we just put stock injectors/ecu/MAF in a HEAVILY moddifitied 92 stanza (huge turbo, forged low. comp . pistons, etc), and pinned the wastegate open. it passed immediately here in chicago.

we bolted in a 3'' cat, to the 3'' exhaust. even with the stock tune, it passed immediately (easier to do on MAF engines then MAP engines, MAP engines would need a re-tune)

Mine just passed emissions here in the UK.Running low comp 9.6:1 pistons in a B16A2 motor.Put the cat back on & it passed on idle & fast idle(2.5k rpms)
Don't know what emission laws are like in the US but I looked at my emission pass printout from last year on a stock motor & the results were just as good
