Default Little help with a boosted teg

Maybe you guys can help answer some questions i got. I put on my new setup and we wanted to see if the turbo would spool or not. All i put on was the manifold, turbo, and wastegate, with no vaccum hoses connected. Technically it should boost a lil bit, like 1 or 2 pounds right? I rev it a lil bit and i can see the turbine spin a lil, but it wont spool yet. I dont know if my wastegate is broken or not either, i think i might just connect the hoses and see if my wastegate really needs to be connected in order to get spool, but i just always thought if you have at least some exhaust hitting it, that it should spool up. any thoughts?
