just chipped an ecu, its in limp mode... help? :(

Iv had it a couple times...It wont go past about 4000 RPM's will it?
Its been one of 2 things everytime its happend to me.
1. one of the sockets, chips, resistors, or jumper was not soldered in properly, and not making a complete connection.
2. chip was not burnt properly.
