JRSC cont... upper alt bracket washers

here's another question. 2 washers are suppose to go on the stud closest to the firewall. Are these washers suppose to go on between the bracket or on top? pic 1 or 2?

never done that installation but washers generally go on top, especially if they are lock washers, but a lot of stuff is different
