internally gated to external quick question

i need to know if i can take the vacuum off the actuator and use a external wastegate on a internally wastegated turbo

ive seen some people with 5 bolt setups. use a 3 inch down pipe that doesnt have a wastegate on there to use as wastegate block off and just run the extrnal gate.
