Internal Wastegates..
If a turbos acuator (sp) is set at 9 pounds, how could you run it down? is there a way you could maybe buy another acuator or alter the current one?

You should be able to adjust the wastegate to determine how much exhaust is bleed off.
There is usually an arm connected to the wastegate that you move, which adjusts the boost.
