Went to tune and couldn't get boost over 4psi, boost leaked and found no leaks, tested the waste gate actuator and couldn't get it to hold pressure,it would open, and then close immediately and hold no pressure, I've looked online to test it and seems that it should hold pressure and stay open until I release the pressure?
Noob question I know, don't flame me too hard..

Its no good. It should hold open. theres a leak inside
