Internal to external wastegate?

Does the flapper have to be open or close when i get it welded?

would it be best to weld the actual flapper or could i weld the rod that swings the flapper?

just weld the flapper. My friend did this on his and it worked fine. I will be doing it soon as well

Do it this way, it will insure proper sealing.
