Default Intercooler Piping Refinishing

I just recently bought some IC piping and it's a bit on the surface rusty side. Whats the best way to prep the pipe and then paint it (I was thinking of just spraybombing high temp paint). Can I sandblast?

I would use a scuff pad to clean it up, and then etch prime. After that, paint it whatever you want. I take it that it's mild steel or something?

you could also take it to a shop and have them chrome it for you or polish it.

I'm looking to paint it flat black actually, no bling bling type stuff for me And yes, it's mild steel. So I won't need to sand blast it? Just use a scuff pad?
