650cc injectors will be fine...the general rule for injector sizing is as 6cc of injector per wheel horsepower while keeping the injectors at a reasonable duty cycle. If you want to run E85 instead of 91-94 octane, a conversion factor of 1.25-1.3 needs to be added.

650cc x 4inj = 2600 cc
2600 / 6cc (per hp) = 433 whp

I have 750cc injectors (stock fuel pressure) at 375whp. New setup is gonna push 400-450 and nobody I've contacted recommends I keep the 750's. That being said, I would be skeptical on 650's for 400whp.

The injectors should be enough, but you will also need a larger fuel pump, fpr and should consider a bigger fuel rail. If you can't maintain high enough fuel pressure, then you will not be reaching your 400 hp goal.

like stated above 650's will work fine but i'd go with a larger injector just for down the road if u ever want to get more power out of your setup, ive got a set of rc 750's for my 400whp setup

I'll do the math for you once again just to prove its fine.

My Car

Using RC550s and making 315whp with low duty cycle

550cc x 4cyl = 2200cc
2200cc / 6cc (per whp) = 367whp with ~75-85% duty cycle

Your Setup

750cc x 4cyl = 3000cc
3000cc / 6cc (per whp) = 500whp with ~75-85% duty cycle

Therefore, whoever told you that you wont have enough injector was sadly mistaken.

The 650s should be fine. I'm not sure about Venom injectors. I personally would use either RC or PTE
