Default Is this an ignition problem?

I recently got a turbo setup for my GSR, it ran fine/fast the first hour after tuning it. Then at 7K rpm the tach would just jump all the way and bouce past 9K. I was told it's the ICM/ Ignitor, will replacing this part correct the problem.

Also the car seems to be slower now, is this also a ICM problem? The coil, cap and rotor are new. There is alot more noise from the distributor now too.
The car guzzles gas now, is this normal for a turbo setup, or should I get the car checked out.

Sorry for all the questions, just feel nervous with these problems.
