if you try to increase boost with the boost controller, won't the westgate stop the increase?

that's why the boost controller is tapped before the wastegate. Basically, picture this...the boost controller doesn't let the wastegate see boost until it has reached it's preset holding limit (boost level set on boost controller). Once boost pressure overcomes the limit, the excess boost goes past the controller and gets dumped out the wastegate.

So if the wastegate spring is 9 psi, you can't use the boost controller to set boost at anything lower than 9 psi, correct? I'm getting a f-max kit soon but I forgot to tell them I wanted a different spring.

Yes that is correct you can't use a boost controler to lower boost.

How hard is it to change the spring. Could I just get a different spring from a hardware store. I'm assuming the actual spring isn't too important when a boost controller is used.

You can call the maker of the wastegate and buy the spring you want.. and just put it in.. just a couple bolts on the wastegate to open te top up.

order the spring from the manufacturer and only from the manufacturer...it will be a different color than the one currently in the wastegate.

You don't NEED to do this step, but i'd advise it...
C-clamp the wastegate down with 2 c-clamps and unbolt the 7+ bolts. After you up the bolts, slowly undo the c-clamps...this'll prevent the spring from launching the top and all the bolts all over your garage.
