If ecu is chipped should it have a base map??

If ecu is chipped should it have a base map??
I recently bought a 99 SI and the PO told me it needed to be tuned on a dyno because when the car was at a local shop getting the bottom end built a worthless employee stole his intake, ecu. Well the shop bought him another chipped P72 and a Hondata S200. Now my question is if it is chipped shouldn't it already have a base map? I really don't want to pay a shop for a base map then drive the car around and go back again to have it tuned but if it boils down to it I will.

This is in forced induction.
When you say intake, was this a N/A intake or custom intake on a turbo?
And I'm not 100% positive, I don't think they come with a basemap though.

The car has a Turbonetic's kit on it and the intake tube that was mounted to the turbo was stolen. So the intake tube he has is totally the wrong one I just haven't tracked one down yet.
