HP for 3 gears only?

Default HP for traction in 1-3?

I have searched and mostly I see "you can't get traction with 400hp on the street"

so..

Street car
CRX stock weight
quaiffe
RA-1, A032R, Azeni type tires....not drag radials or slicks

How much HP is usable through the first 3 gears? So max 85-90mph. I don't plan on going 120mph on the street. So i want enough HP that my foot can't go completely to the floor until I reach about say 80 mph. I have no clue as I've never driven or ridden in a car with close to this kind of power.

Seriously, this may seem very redundant with old posts, but I searched to hell and back and read lots of posts, but I still don't have a good feel for what the answer is. At what point do I have to much HP for the above stated condition. HELP. And if anyone wants to give me a first hand experince at large power levels in Columbus Ohio area that might be the most helpful. Thanks.
