I have a bar an plate 27x6.5x3.5 intercooler, how much HP do you think it can handle?

Difficult to say but dimensions look similar to the Precision IC rated for 350hp

 

Can't say for sure, depends a lot on the actual efficiency of the fin design and what it's being expected to do.

If you're looking for 3-400 I'd say you're fine. if you're looking for 6-700 I'd say you might want to know what intercooler you're running.
