Default how bad is this turbo?

i took apart my buddys setup to use it on my car and i noticed this.

This turbo was used for 6 months (at 10-11psi) on his b16 and was supposed to be brand new.
How bad is this?
Is it garbage?
Does it need to be rebuilt?

thanks in advance

Are the fins chipped?? I can't tell from that pic.

But if you're worried about it being black in there...

i'm sorry, i knew i should have been more specific.
I was more referring to the part i've cirlced in this picture and how its not round like the center of the impellar....none of the fans are chipped or anything.
And yes, the car was running really crappy (his fuel pressure gauge wasn't working properly and we think his cheap B&M adjustable FPR was messed up), but he doesn't care b/c he just bought a bike (2001 CBR600) and won't be driving the car anymore.

I thought that maybe it just needed to be symmetrical to keep everything balanced.....or is this just normal? I'm paranoid, i've spent lots of cash on my engine building it and don't wanna toss on a turbo that could be trouble.
Thanks for the quick response, i'm trying to get this setup on my car asap.

its normal, they shave it down to balance the wheel, used to do the same thing to the wheels on the superchargers when i worked at Vortech

Yup.

They balance it by grinding a bit here and there off that end until it's balanced.

The turbo looks fine other than the soot. lol

That motor was runing rich!

For the last few minutes that his car ran, yes, it ran crazy rich, there was a little black smoke out of his exhaust too....i didn't have the wideband in his car, but you could tell it was running rich b/c of the smoke and the fact that he had to keep his foot on the gas.
His car was tuned with the fuel pressure at 40psi (ish), i noticed when he said his car was running crappy, that the fuel pressure was at 80psi, then it started jumping all over the place (like the guage was fucked up or something), but maybe his fuel pressure was really that high and/or jumping all over and thats why his car didn't want to run.
But he's not driving the car anymore so it doesn't matter.
He'll enjoy his bike and i'll enjoy my new, free turbo kit.
Thanks again for the quick help.
