try and reburn the rom , sometimes they dont burn on the 1st shot . also make sure the chip is in the correct direction.

Is your car OBD2? Are you usign a Hondata modified P28 with a built in adapter harness? If so, you may be trying to use a OBD2a ecu on an OBD2b car or vice versa.
