Default help, help help- extremely Rich in vtec

hey guys,

Today i took my ITR to get tuned but it ended up unsucessful...
I am tuning with the Apexi power fc.
from idle to before vtec was tuning fine, but as soon as vtec came on, the AF dropped to 10:1 and couldnt really be set to a good AFR.

the tuner (who is very experienced) hasnt come across this before.
he said it feels like ony one cam has changed into the high lobe, resulting in a really rich mixture. which makes sense because it will be running a richer map but air is restricted?

any suggesstions?

the car:
1996 Jdm ITR
garrett GT2871R
Apexi Power FC
B18c stock sleeves
eagle rods
JE pistons (9.3: 1)
walbro fuel pump
sard fuel regulator (40psi)
Evo 4 injectors (510cc)
ram horn manifold
trust type r bov

Your tuner is retarded.

He is just not using the Power FC correctly.

na he isnt retarted, he is really respected tuner here in NZ.

i know its easy to think the tuning should fix it, but its just not working... even tried using different laptops, different tuning software.

i just want some idea on where to look (apart from tuning)
