Is this head ok for LSV?
If the rocker arms are rusted like the cams are, forget it. Also, check the valvesprings and retainers for any rust or pitting... if so, they must be replaced. I would say a bare GSR head would be less than $650 market value.
^Agreed. This is basically a bare head or a core from the looks of it. You'll likely be buying new cams and maybe valves, springs, retainers, keepers, hardware, etc., then you're probably going to be paying for machine work as well. Not sure what bare GSR heads are going for, but I doubt it's $650. My gut says more like $250. This is all assuming no cracks or combustion chamber damage and that it hasn't been milled past the depth indicators.

Yeah, they're a bit higher than that as well around me too.
The going rate for good-condition GSR cams (alone) around me is about 250-400 bucks. All heads are stripped of those before they're sold out here too. If they're selling a complete head, price is pretty darn close to that 600 mark, *IF* you can find a private party deal. The junkyards are watched like hawks, so chances of finding one there are about similar to winning the lottery. I got EXTREMELY lucky when I found my complete Z6 Engine on the 2nd hood pop the day I did. ECU goes first, then heads and longblocks are a very close 2nd, then transmissions. It's crazy here. Lol!
