I would use the larger housing. You can feel the top end taper when using the .63 housings when running over 15 psi on the 3071R and he 3076R. FWIW I tuned an SRT4 with the 3076 and it still managed 402 whp on pump gas although this was at 23 psi. I think the 400 whp mark would have been hit sooner with the larger turbine housing.
The housing is only part of a step process in obtaining the powerband. simply switching housings can help with the process, but its the wheels that make the full change in characteristics.

The cheapest way is the housing, you start changing wheels you are talking big bucks.... might as well sell the turbo and get another one.
